Directive 006: Licensee Liability Rating (LLR) Program and Licence Transfer Process

Purpose of this Directive
This directive sets out licence transfer requirements and the methodology for calculating deemed assets and liabilities within the LLR program. The purpose of the program and licence transfer process is to prevent the costs to suspend, abandon, remediate, and reclaim a well, facility, or pipeline in the LLR program from being borne by Albertans should a licensee become defunct, and to minimize the risk to the Orphan Fund posed by the unfunded liability of licences in the program.
